POSITION SUMMARY
The Project Manager serves as the Owner's Representative on real estate development projects, acting as the primary point of accountability for scope, schedule, budget, and quality on behalf of the ownership entity. This role manages the full project lifecycle from pre-development and entitlements through design, construction, and close-out, coordinating architects, engineers, general contractors, consultants, and public agencies to deliver projects on time and within budget.
This individual must exercise sound independent judgment, represent ownership's financial and strategic interests at all project meetings, and maintain clear lines of communication between all project stakeholders.
It is expected that this individual may have responsibility for multiple projects.
KEY RESPONSIBILITIES
PRE-DEVELOPMENT & ENTITLEMENTS
- Lead due diligence efforts including feasibility studies, zoning analysis, and site assessments
- Manage entitlement processes: rezoning, variances, site plan approvals, and permitting
- Coordinate with land use counsel, civil engineers, and municipal authorities
- Develop and maintain project pro formas in collaboration with the finance team
DESIGN MANAGEMENT
- Procure and manage design professionals: architect, MEP, structural, civil, and landscape
- Lead design review meetings and coordinate design intent with ownership objectives
- Manage design schedules to ensure alignment with permitting and construction milestones
- Review and gain approval from ownership on design documents at all phases: SD, DD, CD, and permit sets
PROCUREMENT & CONTRACT ADMINISTRATION
- Lead GC selection process including RFP preparation, bid leveling, and award recommendation
- Negotiate and administer prime contracts (GMP, lump sum, or CM at-risk structures)
- Review and approve subcontract packages in coordination with the GC
- Manage owner-direct vendor contracts: FF&E, technology, and specialty consultants
CONSTRUCTION OVERSIGHT
- Represent owner interests at all OAC meetings; maintain meeting minutes and action logs
- Review and approve monthly pay applications, change orders, and schedules of values
- Monitor construction progress against baseline schedule; identify and mitigate delays
- Oversee quality control and conduct regular site inspections
- Manage RFI and submittal logs; facilitate design team responses within required timeframes
- Coordinate owner-furnished items, move management, and FF&E installation
BUDGET & FINANCIAL OVERSIGHT
- Maintain and update total project cost reports covering hard cost, soft cost, and owner contingency during the lifecycle of the project
- Review change orders for entitlement, scope justification, and cost reasonableness
- Track committed costs, forecasted final cost, and exposure items
- Prepare monthly ownership reports with cost, schedule, and risk summaries
- Coordinate with lender inspectors and facilitate construction draw disbursements
PROJECT CLOSE-OUT
- Manage punch list process through substantial completion and final completion
- Coordinate Certificate of Occupancy, TCO, and all regulatory sign-offs
- Oversee commissioning, systems training, and warranty documentation
- Compile and deliver close-out documentation: as-builts, O&M manuals, warranties, and attic stock
- Manage contractor warranty period and coordinate deficiency resolution
QUALIFICATIONS
EDUCATION & EXPERIENCE
- Bachelor's degree in Construction Management, Architecture, Civil Engineering, or related field required; Master's degree a plus
- Minimum 7-10 years of project management experience with a General Contractor, owner-side or owner's representative
- Proven track record managing ground-up projects $20M+ in total project cost; mixed-use, multifamily, commercial, or hospitality experience preferred
TECHNICAL SKILLS
- Proficiency in project management platforms: Procore, MS Project, Primavera P6, or equivalent
- Strong working knowledge of contract structures: GMP, lump sum, CM at-risk, and design-build
- Familiarity with CCIP/OCIP owner-controlled or contractor-controlled insurance programs a plus
- Ability to read and interpret construction documents, specifications, and civil/survey drawings
- Working knowledge of contract documents and standard industry close-out protocols
